National Integration Remains A Crucial Issue In Pakistan Politics Essay The present study aims to identify the important problems, which have been responsible for national disharmony and the negative impacts. The study is a stepping-stone, suggesting some concrete proposals, in order to achieve the objective of national integration. INTRODUCTION National Integration remains a crucial issue in Pakistan. There are various forces, which accentuate divisive factors like geography and culture of our country. Religious fundamentalism is one such force while linguistic diversities constitute another. Despite a shared culture for a long period, regionalism has remained a major force, which generates tension because of inequitable development amongst different provinces/regions of the Country. The FATA/FANA and Baluchistan are the best examples in this case, where people have been deprived of economic, political and social justice. All the above forces and factors pose a serious challenge for Pakistans integrity and unity. It is, therefore, necessary to make concerted efforts to strengthen the national integration. Quaid-e-Azam had envisioned that Pakistan would be a state, where all citizens would enjoy equal rights irrespective of caste, creed, sect, or place of birth  [1]  , but it could never become a reality. In a polarized and fragmented society like Pakistan, it is necessary to have the consent of all groups with regards to resolution of their genuine problems. This important aspect was never given a serious thought by political and military rulers. Despite all domestic odds, Pakistan has demonstrated genuine ability to survive as a viable Nation State. Considering the prevailing circumstances, the process of national integration has gained more significance and importance than ever. There is a need of following a correct and pragmatic approach with dispassionate analysis of all the issues jeopardizing the process of national integration. The task of national integration in a plural society like Pakistan is although arduous, yet it can be achieved by bringing in diverging forces together through a political system based on justice, equality and fair play. In order to find out a viable solution for achieving this objective, the following important questions need to be addressed:- Question 1. What are the disintegrating forces in Pakistan and how they can be brought together? Question 2. What are the pillars of national integration and how they can be strengthened? Question 3. What mechanism is needed to be devised to bring all the segments at par economically and politically? Question 4. Where lays our survival as a nation? Aim The identify the important problems being faced by Pakistan, which have been responsible for national disharmony, suggesting concrete proposals, in order to achieve the objective of national integration. PART 1 CONCEPTUAL FRAMEWORK NATIONAL INTEGRATION Nation and National Integration Nation. A nation is generally defined as a community knit together by common experience over reasonably long past, shaping a common religion, culture and tradition  [2]  . However, different societies have defined it differently according to their own environment. The word Nation comes form a Latin expression Natio, meaning birth or race  [3]  . Integration. The word in its literal sense means fitting together parts to make one whole or incorporation of disparate ethnic or religious elements of the population into a unified society, providing equality of opportunity for all members of that society  [4]  . Keeping in view the definition, Integration can be categorized in Functional and Psychological domains  [5]  . Determinants of National Integration National Objective. National goals are determined from time to time depending upon the national needs. National objectives are the specific Ends that a nation seeks in order to advance, support or defend its national interests.  [6]   Ideology. Ideology means the science or study of ideas. In general sense it refers to the specific manner in which a group of persons thinks  [7]  . Nationalism can develop into a uniting and sufficiently aggressive force, only if the requisite emotional and ideological base exists; but ordinarily, this sentiment takes centuries to mature.  [8]   Religion. Religion is one of the strongest bonds in an ideological state and an essential element of national integration being a sanction of unity. It provides an additional source of pride to the nation and affects national character and habits. In Islam, the loyalty o the Muslims to one another has been institutionalized by the concept of Ummah.  [9]   Language. Language is one of the most enduring artefacts of a peoples culture, and unless people are forced by any system of dominance or conquest, their language can always determine the peoples social physics and history.  [10]   Culture. National integration in multi-cultural states is untenable without an entrenched public culture because this comprises the values shared by all groups and constitutes the common grounds on which the diverse groups conceptualize and appreciate the state.  [11]   Leadership. An effective leader is naturally integrative, who brings together people of different culture, races, genders, personalities and stages of development and integrates them into a whole that is greater than the sum of its parts.  [12]   PART 2 NATIONAL INTEGRATION MOSAIC OF PAKISTAN Religious Facade of Pakistan It was clear as early as pre-independence times that, given the immense ethnic diversity of Pakistan and the strong centrifugal forces, the new state would urgently need a common denominator and that was Islam. Apparently, the religious ideology as the basis of the state was viewed as a tool for nation-building and thwarting possible Indian designs to reject the creation of Pakistan.  [13]   After independence, the religious differences were aggravated by the Ulemas on the basis of sectarianism. The saboteurs launched by anti-state elements fully exploited these differences and religious strength started turning into national weakness  [14]  . In retrospect, what we have now is a divided society on the lines of sectarianism, propagating extreme forms of de-faced shape of the Islam. Religion, instead of serving a unifying force, is now acting as a component of disunity and disharmony. Misconceived Perceptions. The rationale for Pakistans independence notwithstanding, we failed to identify and consolidate other factors that could have contributed towards national integration and societal cohesion in the newly independent state. We remained confused, and still are, as to be a Nation State or Religion State? The results are there in front of us i.e. FATA, FANA, Swat and Baluchistan. Large sections of the population, especially those in the minority provinces, have become increasingly disillusioned  [15]  . Weak Democratic Roots. Democracy could not establish its roots at the time of our independence due to short sightedness of our politicians. The leadership vacuum created in the early years of our history denied us the opportunity of developing a stable political system of governance during various periods ranging from parliamentary and presidential forms, authoritarian system and so on  [16]  . It was the incompetence of Pakistans post-Jinnah political leadership that drew the armed forces heavily into politics and policy-making  [17]  . Political instability, the rampant corruption of the political and bureaucratic à ©lite, and poor governance have given birth to public scepticism of the prevalent system  [18]  . Political/Constitutional Issues. Our political institutions have yet not grown strong enough on power sharing and to fight against the divisive force, which have been working to disintegrate Pakistan. The politicians of Pakistan have been engrossed with internal feuds group, religious sects, economic classes, and leading personalities  [19]  . Regional Diversity. For Pakistan, regionalism had emerged with different complexion. Even the common religion, flag and national ideology could not fully blend Pakistanis together as one entity until today. Ethnic Diversity. Pakistani nation is fairly diverse. Ethnically, Punjabis are dominating followed by Pathans and Sindhis. Punjab-based establishment is looked upon by the rest of the population as well as the dominance of the so-called migratory à ©lite, originating from regions in todays India. There are numerous macro level ethnic identities Lingual Diversity. The lingual diversity became apparent after independence. In case of East Pakistan, we failed to understand that nations are composed of human being, whose deep feelings about such questions as their mother tongue, should not be ignored easily  [20]  . The linguistic differences intensified the problem of national integration and result was riots in most parts of the Country,  [21]  that ultimately cost us separation of our Eastern wing. Economic Irritants. Defining the economic aims and selecting realistic objectives based on economic potential and framework is a pre-requisite for giving out attainable policies. Frequent policy changes due to vested interests of groups, have created instability and impaired credibility of macro economic measures. Social Justice. Inefficient state agencies, selective application of law, and ever-increasing corruption are breeding a culture of negativism in Pakistan. Disparity between the rich and the poor is leading to frustration, misuse of power, and lawlessness. Military Involvement in Civilian Affairs. Army influence in political decision making started with induction of uniformed Ayub Khan in the cabinet as Defence Minister, an since then it has had very negative effect on the society. This has been one of the major cause for the many ills in the society. Role of Bureaucracy. Bureaucratic traditions that came to influence after independence, were essentially a legacy from the British. It has now become a two Way Street where bureaucracy openly seeks political patronage for personal gains and in turn provides personalized service to the politicians. PART 3 PRESENT IRRITANTS TO NATIONAL INTEGRATION OF PAKISTAN FATA and Swat Situation. The Taliban movement in Fata and the NWFP wants to replace the FCR with a medieval legal framework, that is reminiscent of the Arab tribal era. Inability of successive governments to integrate the region into national mainstream brings to fore certain key issues, which have directly or indirectly contributed to its prolonged isolation. Negligence on the part of state institutions, parochial political interests and the naivetà © of the rural folk have given birth to a militant culture that thrives on vandalism, brutality and anarchy  [22]  . Baluchistan Issue. The situation in Baluchistan is a cause of major concern for national integrity. Baloch nationalists are mooting the insurgency as a struggle for greater political autonomy, more control over and royalties from the regions abundant mineral resources, chiefly the gas-fields and against the new cantonments in the Province. The weaponry and communication means being employed by the insurgents thumbprint the foreign power. Economic Turmoil. The current chaotic state of global finance has invalidated the existing orthodoxy in macroeconomic management.  [23]  We are once again on the mercy of IMF after conceding to a $7.6 billons Standby Arrangement signed in November 2008. Global recession has also added to the miseries of people who are vulnerable to be exploited by interest groups, for their vested interests. Worsening Law and Order Situation. Insecure citizens are vulnerable to anti-state and anti-social elements, thereby becoming a liability to national integration. Improving law and order is a major challenge for the nations socio-political integration. If the constitution and the rule of law are not adhered to, such a federation essentially turns into an empire that is controlled by powerful ethnic and social groups  [24]  . Judicial System. Post March 2007 Judicial Crisis, has added tremendously to the miseries of aggrieved people. In this vacuum, Islamic clerics, present their version of judicial system, which by no way, present the true picture of Islam. Recent Governments conceding to Tehrik-e-Shariat-Muhammds brokered deal with local militant leaders on the plea of shariat enforcement, should be an eye opener for rest of the society. Religious Militancy. The phenomenal increase in number of deeni madaris has not only increased sectarianism but also introduced militancy in the Country  [25]  . There are more than 50,000 madrasas operating in Pakistan  [26]  . Lal Masjid incident has been a turning point to the phenomena. Decayed Education System. The literacy rate of the Country is alarming at 49.9%  [27]  , especially in female population, which forms more than 50% of total population. Deep ingress of political parties into the educational institutions is causing divisions. Parallel education systems are segregating the society into classes. Federal Provincial Matters. Concurrent list, quota system, NFC awards, share of divisible pool etcetera and many other legislative provisions, work against the aspirations of the people of smaller provinces for socio-economic and political development. PART 4 THE WAY FORWARD Ideological Issues Ideological Orientation. Fresh ideas aimed at finding new common grounds should be explored and additional cohesive factors identified in order to hold the nation together. National integration in the case of Pakistan should mean establishing a common citizenry, common political and social structures, a common State, and an additional sense of identity, of belonging together. It means building commonality on top of the existing linguistic, ethnic, religious and geographical diversity, and not substituting an artificial new identity for the old ones. Concept of Unity in Diversity. We should subscribe to Weiners public policy strategy for achieving national integration through Unity-in-diversity  [28]  . With inter-provincial economic relations fast developing, unity in diversity appears a realistic national aspirations.  [29]  Rather than suppressing or subjugating the diverse elements, we must chisel these diversities into a fine mosaic. Inculcating Concept of Nationalism. There is a need to develop Pakistani nationalism which should give people the feeling that despite differences, they are people destined for common statehood. This can be done through:- Parity is an inalienable right of all the regions and provinces of Pakistan. The rights of the provinces and autonomy consonant with national interests and agreed in 1973 constitution have to be assured. Pay heed to Quaids motto: Unity, Discipline and Faith (in the same order). Political Issues Political Structure. After practicing all forms of governance, the draw is in favour of a parliamentary form of government, as envisioned in the 1973 constitution (in original shape). Following need consideration:- Pakistans leadership may need to update and even revise its strong centre ideology in favour of more pronounced regional autonomy. CONCLUSION National integration permits a heterogeneous nation like Pakistan to live in peace, harmony and unity. It is an important element of the nations power potential and binds its military, economical and political strengths. Pakistan has sub-nationalist undercurrents, which run along ethnic lines, seeking their share of national pie and, at times, threatening secession from the federation. Whenever, Pakistans national integration suffered, the underlying causes were political expediencies and lust for power. This research will be a stepping-stone, suggesting some concrete proposals, in order to achieve the objective of national integration. ​For years humans and animals alike have relied on natural instincts to adapt in order to survive. The book call of the wild by Jack London centers around a dog named buck. Buck is large mixed bread who learns to use natural instincts to survive the harsh conditions during the Klondike gold rush in Alaska in 1897. The Klondike gold rush of 1897 is an example of the back to nature movement. The back to nature movement was initiated by President Roosevelt. He felt that America was too dependent on technology. The back to nature was generally an experience of survival. He felt that if people couldn’t survive in the wild, then they were becoming weak. The book emphasizes Buck’s parting from civilization and his entry into a more primitive world. Jack London tries to show the contrast between civilized life and primitive life. This contrast is prevalent throughout the novel. The story of Buck’s journeys in Klondike shows how he gradually sheds all the features that define his earlier life in human society to become a creature of the wild. Throughout Jack London’s book, ideas of Social Darwinism and the back to nature movement comes to mind because Physical strength, as well as dominance, is required in order for one to truly embrace nature and survive. ​In the book, the theme of man vs. nature is present. Business Statistical Analysis Scenario Essay

A GMC manager recently noticed that there is a production difference between the early shift and the late shift. The manager would like to determine why there is a difference in production between the shifts and asked for research on the issue. The research team came up with the following research question: Is there a reason for the different production levels between the day and evening shifts. Our team has come up with the following two null hypotheses: H0 – There is a significant difference in employee productivity between shifts due to worker age. Ha – There is no significant difference in employee productivity between shifts due to worker age. In order to accomplish this, we need to find the average number of errors along with the standard deviation. By doing so, we can set up a confidence interval to see if the late shift is truly doing better when it comes to quality. If they are, we can make the nomination that the manager has the late shift supervisors provide guidance to the early shift supervisors. There are various statistical reports that outsource the relationship between the independent variable(s) and the dependent variable. Here we will realize how GMC will translate the organization problem into a statistical problem, provide a solution to the problem statistically, and then translate the statistical solution into an actionable solution for the company. Literature Review General Motors realized that to stay competitive a number of changes would have to be made starting with production efforts. Based on economic  uncertainty and gas price volatility, adjustments were made to accommodate the needs of the population interested in purchasing vehicles during times of uncertainty. After the fall of the three leading automotive giants, coming back would have to be well thought-out and cost beneficial to the consumer. GM got to work. Production in most plants was one shift, Monday – Friday, 8 hours per-day. At one facility adding a third shift let the plant produce more than 26,000 vehicles within three months, more than it had previously done when it produce 20,000 vehicles. Before incorporating a third shift the plant had approximately 3,300 workers who averaged fewer than 14,000 vehicles per month (Funk, 2011). In another plant that focused on the production of only one vehicle, this plant employed eight hundred production workers who were a one- shift, eight hour Monday-Friday production facility. Another GM plant that makes the Chevrolet Tahoe and Suburban, GMC Yukon and Cadillac Escalade add a third shift and 800 new jobs was created, the assembly plant employed approximately 2,500 hourly and salaried employees and operates two production shifts. In 2011, the plant produced nearly 270,000 vehicles. â€Å"Demand for full-size SUVs remains stable.† The third shift enable the Assembly plant to meet market demand for the current generation of full-size SUVs and provide relief for employees who have worked extensive overtime since the fourth quarter of 2009. The installation of new tooling and equipment required to build GM’s new line of SUVs limited vehicle production in 2013. A third shift will provide the plant needed production capacity during this transition time (Funk, 2012). There was a time when working a straight day-shift was enough to meet the production demands for General Motors products, however with the versatility and the types of vehicle’s being produced third shift help to meet and exceed demand and provide relief for employees working extensive overtime. Many years, companies have pursued to advance worker output and labor settings. One approach is substitute toil schedules, which comprise flextime, work division, and a compacted workweek. This decision did not do well with the Union because most were used to working 8-hour days with weekends off. GMC decision is based on new lines and the demand to cope up with production forecasts. This forecast demands the organization to switch to a 24/7 hour operation. Union employees disagree, as they have a feeling that working 12-hour days will lower their morale. They view the alternative schedule as time that they will be missing from their family. While there has been deep research on the subject of scheduled overtime on the productivity of construction labor, there is little research available that looks at the efficiency, or lack of efficiency that is associated with work accomplished on the second shift. In 2008, Hanna, Chang, Sullivan and Lackey in the Journal of Construction Engineering and Management, looked at why and how shift work impacts worker productivity, and they attempted to find a relationship between the length of shift work and resulting efficiency. Their objective was to quantify the effects of shift work on labor productivity. Their results showed the potential of shift work can be both beneficial and detrimental to productivity. Small amounts of well-organized shift work can perform very effectively in response to schedule compression (p.203), but the study also showed that prolonged use of a second shift can lead to a negative impact on efficiency and productivity. The author addresses the attitudes of workers as it relates to the question of productivity of the employee’s in the U.S. automobile industry. Norsworthy and Zabala (1985), attempt to explain the effect on direct labor efficiency (a measure of labor productivity) and product quality of industrial relations performance, as measured by grievances, disciplinary actions, absenteeism, contract demands, negotiations length, and the climate of industrial relations. Their finding state grievance rates are associated with low productivity of production workers which results in high unit costs of production. The study also â€Å"offers strong exhibit that the benefit of improving workers behavior can be enormous† (p.557). The line between labors policies and workers can lead to improved worker attitudes and a rise of productivity. Shift work is the way of life for those who work within the manufacturing industry. Depending on what type of schedule workers on required to be on can have an effect on employee risk or costs to the company. In a report done by Circadian, who specialize in workforce solutions, having those that will be doing the labor work for that manufacturer involved in the decision making with respect to what type shift schedule they are on can go a long ways in having happier, more productive workforce. A resounding message throughout the reports was that one of mostly commonly seen things that affect such things as errors during particular shifts was fatigue. Research methodology Efficiency is an integral requirement in the workplace as it encompasses proper input, output, and high returns for the company (Anderson, 2013). An analysis conducted at GMC, a manufacturing firm, has revealed some inconsistency in the levels of productivity resulting from the activities of its workforce. The early shift workers or employees have posted better output and results more than the late shifts. Two main hypotheses have been supplemented to explain this anomaly. First, the disparity has been linked to machine failure but this has been ruled out due to the routine upgrades and checks, which are usually done on the machines. Secondly, employees in the late night shift may be under-performing as they are making a higher quality product, which takes more time. Management believes there are discrepancies in the quality and quantity of work being produced. Our team was brought in to conduct data analysis to solve and/or assist with the decisions to be made. After listening to their concern the following two variables were developed: Population and Size Collectively, the early and late night shift is composed of 385 employees with twenty in each shift. The population selected for this research activity will be the members of the workforce involved in the early and late night shifts of the company. Target Population and Justification The target populations are the employees who are involved in both the late and early shifts. Their involvement in the research process is based on the fact that they are involved in the activity or area where a problem has been identified in GMC. The equal representation of the employees in the research’s sample size is meant to ensure uniformity in the findings and the recommendations channeled or communicated to the company’s management (Anderson, 2013). Sampling Method The sampling will be conducted through observation and a survey actualized through the administration of a 5-question questionnaire. One research officer will be expected to carefully observe the activities of workers who are part of the early shift while another one will observe the same number of employees in the late night shift. The observation process will be conducted randomly over a 2-week period, with emphasis on the motivation levels of the employees, their input and subsequent output. To supplement the observation process, questionnaires will then be given to employees involved in the analysis process. The questionnaire will contain 5 questions which are listed below: 1. Age: 20-25 26-35 36-45 46-55 >55 2. Sex: F M 3. How many years have you worked nights? 0-5 6-10 11-15 16-20 >20 4. Do you feel management is available to assist with your needs? Yes No 5. Are all the tools and supplies necessary for your jobs accessible? Yes No The two sampling techniques will be pivotal in establishing the problems, which are leading or contributing to the company’s low levels of productivity. Random Sampling Technique used and Justification The research will use the simple random sampling technique to obtain people who are supposed to be involved in the study. The rationale behind using the random sampling method is the fact that it gives all the members of the population an equal opportunity to be involved in the research process. The use of this random sampling technique leads to the elimination of bias in the research process thus enhancing the credibility and integrity of the study’s findings and subsequent recommendations (Oliver, 2010). Protection of Human Subjects The 384 employees involved in the research or study process will be protected by ensuring the anonymity of their responses, comments, and conduct on the company’s premises. Where necessary, alphabetical numbers will be assigned to the various subjects involved in the research process. This will prevent any cases of victimization or witch-hunt, which may result from the remarks communicated by the employees. Data Collection As mentioned earlier, the data will be collected through the observation and survey methods. The survey will be conducted using a 5-question questionnaire as shown above. Data or information collected from the analysis process will be recorded into the soft copy format and then stored in the researchers’ Drop Box account. This is an online information storage service, which is preferred for its top-notch security measures (May, 2011). The secure storage of the data will make certain that it cannot be tampered with to influence the recommendations that are meant to be obtained from the findings. According to Anderson (2013), password protection where cloud or online storage is involved is integral, Drop Box provides this option to all its users. Only authorized individuals will be allowed or able to access the data stored in this online service. Challenges Faced It was difficult and time consuming to reach all the selected employees as some ware available only during night shift. The researchers had to work at night. Descriptive Statistics Interpretation Employees Early and Late Shift 384 employees from the early and late shift were randomly selected. The sample size was 192 employees being selected from each shift. Random sampling was conducted to afford all of the 384 employees an opportunity of being selected and to eliminate bias. Their ages ranged between 20 and 55 years, with variations of plus or minus 19 years. One half or more of the employees were 37.5 years of age or older. The middle half of those selected fell between 28 and 47 years. The most frequent age was 37 years. Their ages were considered to help gage motivation, maturity, and productivity of the employees on both shifts. Interpretation of the results Employees with the least experience (0-5 years) work night shift with those with much experience work (over 20 years) day shift. From the results it’s clear that experience is not affecting productivity. Notably, employees with working experience of 11-15 years’ work day shift. This implies that most night shift workers are youth while those for day shift are aged. This is supported by the number of years night shift employees have spent in the company (Less than 5). Results and Findings Age Almost seventy-eight percent of the workers were between the ages of 26-45. 15.8% were between 20-25, 36.4% were from 26-35, 31.2% were from 36-45, 14% were from 46-55 and only 2.6% were over 55 years of age. Sex Just over twenty-five percent (25.2%) of workers sampled were women and the remaining 74.8% were men. We did not tie worker gender to which shift the worker was employed. Years of Experience The majority of workers selected had either less than 5 years of experience (36.4%) or between 11-15 years of experience (28.6%). Of the 140 workers with less than 5 years of experience, 30% worked day shift and 70% worked night shift. Of the 110 with 11-15 years of experience, 70% worked day shift and 30% worked night shift. See Appendix B for further details. Management Availability and Resources Almost ninety percent (89.9) of workers sampled felt that management was available to assist with any problems and 80% felt they had the required tools to perform their job successfully. Conclusion Team B’s research was not able to show a specific correlation to productivity based on age. There is however, a difference in productivity between the two shifts. Our research appears to show that the day shift, with a larger percentage (65.1%) is more productive and that the decrease in production at night could be related to less experience. Recommendations The management should mix the young employees with the aging ones in both the day and night shift. This does not necessarily need to be a permanent change in shifts but by moving some of the more experienced workers around they can aid in the mentorship of the lesser experienced workers. Doing this can speed the development of those with less experience in order to strengthen the respective shift if management decides alter the shifting in the future when significant ground has been made with evening out the productivity of both shifts. Area for further study Further study should be done to tie and evaluate the impact of age on productivity. Management could also look at better working conditions as an indicator of productivity.
